Harrisburg Public Parking: A Great Deal for Harrisburg

In May 2008, following a highly competitive process, Harrisburg Public Parking (“HPP”) and the City of Harrisburg Parking Authority (“HPA”) agreed to enter into an innovative, win-win Public-Private Partnership.

Under the proposed agreement, HPP will enter into a long-term, 75-year lease of the City’s garages and parking lots. HPP will make a $215 million lump-sum payment to the City.

The Public-Private Partnership will lead to sweeping benefits for the City’s financial position and municipal service operations. These will include the repayment of most of the City’s direct debt, including all of the HPA’s debt. It will also facilitate in 2008 and into the future:

  • Tax rebates for 2008 City property taxes, as well as a reduction in property tax rates and tax rebates in 2009;

  • Additional police officers;

  • Additional personnel for the City’s Bureau of Neighborhood Services, to operate Harrisburg’s heavy equipment and motor equipment that is critical for trash pick-up and street-sweeping;

  • The recruitment of additional codes enforcement officers;

  • The formation and staffing of the first-ever Neighborhood Blight Squad; and

  • Plans for the demolition of 100 additional seriously-blighted properties, the repaving of additional streets, and an extensive tree-planting program across the City.

HPP’s strong commitment to labor means that all existing union employees working in the parking system will retain their jobs. We also expect to hire additional staff to support our plans for new services, including valet parking at some garages, as well as a multi-million dollar investment to improve the existing facilities.

HPP is controlled by North American Strategic Infrastructure Partners of New York, and LAZ Parking of Hartford, CT, one of the largest and most experienced parking companies in the world.
